Cluster Response Overview

IDP Camps in Lattakia and Idleb Are Full but Gaps Remain in Tent Provision

The Camp Coordination and Camp Management (CCCM) Cluster continued to track number of IDPs in Syria and coordinate multisectoral response for IDPs in IDP settlements and collective centers in the first quarter of 2015. The CCCM disaggregates the data it receives from partners operating on the ground. The total number of IDPs reached to 205,066 excluding the Idleb influx in site settlements and collective centres. The cluster aims to target 1,050,000 individuals and has provided 58,686 IDPs living in IDP sites with lifesaving assistance.

Given the fighting in Idleb City and Jisr al-Shagour in April, CCCM updates other clusters on a real time basis providing information regarding the number of IDPs, their exact locations, and types of settlements where IDPs live to facilitate cluster coordination and humanitarian response.

The CCCM observed a seven per cent increase in IDP settlements, mainly in Idleb, during the reporting period. Although NFI and FSL activities are being scaled up in response to IDP influx in Idleb and Jisr al-Shagour, gaps remain in tent provision. In the meantime, most of the IDP camps in Lattakia and Idleb borders are full and no longer able to accommodate newly arriving IDPs.

The CCCM cluster observed three trends in displacement in April. First, IDP camps received a minimum number of IDPs from Idleb, as camps represent the last resort for civilians fleeing violence.
Second, according to available IDP tracking data, most of the IDPs passed or are passing through secondary displacement experiences based on security and context changes. Third, in general IDPs tend to remain close to areas of their origin hoping to return to their homes should security allow or improve.
