Ethiopia: Humanitarian funding analysis: Displacement in Gambella region, Ethiopia: 25 August 2015

1. Key points

  • According to the UN Office for the Coordination of Humanitarian Affairs (OCHA)’s Financial Tracking Service (FTS), donors have committed/contributed US$304.4 million of humanitarian assistance to Ethiopia since the start of 2015.

  • The United States (US) is the largest donor to Ethiopia, contributing 50% of funding to date in 2015 (US$152.8 million).

  • So far in 2015, US$11.1 million has been disbursed to the Gambella region of Ethiopia, of which 87.4% is for assistance to displaced populations. Out of total funding in 2015,
    US$77 million is allocated to support refugees or internally displaced persons (IDPs) elsewhere in Ethiopia (not including Gambella).

  • The UN-coordinated South Sudan Regional Refugee Response Plan (RRP) 2015 requests US$657.8 million from donors to assist South Sudanese refugees and host communities in neighbouring countries (Ethiopia, Uganda and Kenya; requirements for Sudan are included in a separate appeal). Out of the total, more than half (52%; US$345 million) is requested for Ethiopia, which is currently 15% funded. The overall regional appeal is 14% funded at US$91.2 million.

  • US $10 million has been allocated to Ethiopia from the Central Emergency Response Fund (CERF)’s underfunded emergencies window. Humanitarian organisations in Ethiopia are currently finalising the overall proposal for how this sum will be allocated.
